October 18, 2024 is a big date in American civic history, not simply because certain governmental agencies are required by law to reveal their decades-old research on UFOs and UAPs, but also because it continues to peel back the veil on shadow agencies that historically have been answerable to no one, not even American presidents. This is as much a constitutional issue as it is about UAP disclosure.
My guest today is famed attorney Daniel Sheehan, whose litigation experience reads like a who's who of American legal history, from Watergate to the Pentagon Papers, the Iran Contra affair, representing Karen Silkwood, the Lakota tribe at Standing Rock, and defending Harvard psychiatrist John Mack, who dared to counsel those who claimed alien encounters. Danny is the founder of the New Paradigm Institute and is at the forefront of the UAP Disclosure Act of 2023.

So, Danny, welcome back to New Thinking Allowed. It's great to have you here. Before we get to the UAP Disclosure Act and why October 18th is such an important date, for some of those who are watching today and don't know who you are, may not be that familiar with your background, how is it that a constitutional attorney who has handled some of the biggest cases in U.S. legal history gets tied into UFOs and UAPs?
Well, the way that this happened, Chris, is that I was at the Jesuit headquarters in 1976 when President Carter was elected. One of the first things that he did, because he had seen a UFO when he was governor of Georgia, was to contact the head of the Central Intelligence Agency and demand that he come down to Plains, Georgia, where Carter was even before he'd come to Washington, and demanded that he'd be briefed-in on the UFO issue. The head of the CIA at that time was George H.W. Bush, who had been appointed by Gerald Ford after Nixon had left. Bush refused to bring Carter in on the UFO issue, saying that Carter had no need to know.
So President Carter contacted Congress and asked them to conduct an investigation to determine what information our government had about the UFO issue and the related issue of extraterrestrial intelligence. I was contacted by the Congressional Research Service and asked if I would help as legal counsel over at the Jesuit headquarters in their social ministry office, whether I would assist them in getting access to the Vatican archives and what information might be there.
It was in that context that I was asked to become special counsel to the study being done by the Congressional Research Service. In that role, I was able to get access to the classified portions of Project Blue Book.

I was contacted by the Congressional Research Service and asked if I would help as legal counsel over at the Jesuit headquarters in their social ministry office. They wanted my assistance in getting access to the Vatican archives to see what information might be there regarding the issue of extraterrestrial intelligence. In this context, I was asked to become special counsel to the study being conducted by the Congressional Research Service. This role allowed me to gain access to the classified portions of Project Blue Book.
The reason I was chosen for this task was due to my connections with the Jesuits and, ultimately, the Vatican. It was suspected, not by Congress but by others, that the Vatican had information about this phenomenon. The head of the Congressional Research Service's Science and Technology Division asked me to contact the Vatican to gain access to their archives on this issue. Through this, I was able to see the actual official photographs of the crash retrieval activity conducted by the United States government. The evidence clearly showed that this was a UFO, not something created by the United States, Russia, or China. The symbols and lettering on the craft confirmed this.
My involvement with the Jesuits began after I graduated from Harvard College and Harvard Law School. After practicing law for several years, I returned to the Harvard Divinity School to study the ethics of different worldviews. While doing my master's and PhD work there, I was recruited by the Jesuits to become their legal counsel in their new social ministry office.
Years later, I became one of the attorneys representing John Mack, a psychiatrist at Harvard's Department of Psychiatry. He faced scrutiny from the lead counsel at Harvard because he dared to speak to people who claimed to have had alien abduction experiences and published a book about it. This public association with Harvard University caused some controversy. Mack asked me to be his attorney, and I brought on local counsel since I was admitted in New York and Washington, D.C., but not in Massachusetts.
There was a bit of a tug of war between my desire to bring on witnesses and present the information supporting Mack's claims and the local counsel's insistence on trying to settle the case. The local counsel wanted to get the case dismissed to leave Mack alone, while I was focused on taking advantage of the demand for information to support Mack's work.
Despite my dedication to presenting evidence in court, local counsel pushed for a settlement, highlighting the constant battle between revealing the truth and seeking resolution.
I was not admitted in Massachusetts, so I had to have a local counsel. It was that local counsel that kept on insisting upon trying to settle the case. I was totally devoted to bringing on witnesses and showing what the information was that we had that supported what he was saying and doing. There was a bit of a tug of war between taking advantage of the fact that they had demanded information about this on the one hand, and the effort to get it settled and dismissed so they'd leave him alone.
Aside from the constitutional background and a lot of civil rights litigation, I also gained a lot of experience in litigation and legal matters regarding UFOs, UAPs, etc. Years later, I created the Christic Institute, the Romero Institute, and now the New Paradigm Institute, which is dedicated to disclosure.
Before we get to that, I have an aside. George H.W. Bush, who would later become president, told Jimmy Carter, "No, you don't have a right to know this. It's a need-to-know basis." Isn't it interesting? He becomes Ronald Reagan's vice president, and Reagan had not one, but two UFO experiences. You have to wonder whether Bush said, "I'll tell you what, Ronnie, since I'm your VP, I'll let you know what we know about UFOs." What's your best guess there?
I'm sure that Bush did not brief Reagan on that because that administration was actually run by George Bush. Ronald Reagan was viewed as a public face, a guy that would cut ribbons and boat lace, but the policies of that entire two terms of that administration were all basically run by George H.W. Bush. Out of his position as vice president, he had been the former CIA director and the ambassador to China. He was vastly more qualified, in everybody's eyes, to actually be president than Reagan was. He went on to become president, but at that particular time, he was not supposed to inform Carter about the UFO issue, and I'm sure he did not brief Reagan.
I want to talk a little bit more about the constitutional context and why this is so important and such an integral part of the constitutional crisis that I believe we are experiencing right now. But before we do that, let's talk a little bit about the UAP Disclosure Act because this October 18th date is coming soon. It's a big date. I know you didn't get everything you wanted or those who want disclosure didn't get everything they wanted, but it's still something. Inform the audience why October 18th is such a big date.
Both the Senate and the House passed at least a 24-page version of the law, which mandated that all six of the United States military services, all 18 of the United States intelligence agencies, and all 32 of the United States Defense Department agencies immediately begin the process upon the passage of the act, which took place on December 27th, 2023. They were mandated to start gathering together every single document, every single piece of information they had, every single phone call, every single memo, every single piece of material—anything they had pertaining to the UFO issue and the issue of extraterrestrial life. They were ordered by Congress, both the House and the Senate, and passed into law and signed by President Biden.

On December 27th, 2023, an act was passed mandating that military services, all 18 of the United States intelligence agencies, and all 32 of the United States Defense Department agencies begin the process of gathering every single document, piece of information, phone call, memo, and any material they had pertaining to the UFO issue and the issue of extraterrestrial life. This directive was ordered by Congress, both the House and the Senate, and signed into law by President Biden. They were commanded to compile all of this information in digital form with a searchable index and have it prepared within 300 days of the act's passage, which would be by October 18th, 2024.
The Senate law stipulated that this information be made available immediately to the National Archives, while the House law stated it should be made available as soon as possible thereafter. This discrepancy caused concern among lawyers, as it provided a potential loophole for the agencies, which have historically concealed this information and lied to Congress. To address this, additional legislation is being pursued. Nevertheless, the deadline remains for the information to be gathered, digitized, and prepared for presentation to the National Archives. This would then make it available to the Senate and House Intelligence Committees, which have the necessary security clearances to review the material.
Whistleblowers have come forward, and significant information has been revealed. The Senate Intelligence Committee has secured testimony under oath from over 40 individuals involved in the reverse engineering and crash retrieval programs, confirming the possession of extraterrestrial technology and biological evidence. David Grush has been cleared to testify publicly in Congress, revealing that the U.S. is in possession of more than one extraterrestrial non-human origin spacecraft and biological evidence of non-human occupants.
This testimony has been pre-cleared by the United States Defense Department Office of Free Publication Review in Security, making it public. However, there is still debate about whether any of the technology has been effectively developed. While it has been stated that two of the recovered craft were fully functional, it does not necessarily mean that the technology has been fully understood or that they know how to operate them.

The information has been cleared and pre-cleared by the United States Defense Department Office of Free Publication Review in Security. This information has now been made public. However, there is an ongoing assertion that they may not have effectively developed any of the technology. This information has not yet been publicly released, suggesting that they have not figured out some of the technology in two of the craft. The two craft that were recovered were fully functional, but this does not mean they know how to fly them. These craft appear to be navigated telepathically, which indicates that they haven't figured out how to fly them. They are trying to punch in the technology to see if they can at least work off some kind of effort to provide added ability to make a weapon system, which is their primary objective.
The entire program was hidden inside an unacknowledged special access program known as AWSAP, the Advanced Weapons Special Access Program, inside the Pentagon. This indicates that they were trying to develop weapons by utilizing this technology.
Danny, do you believe that when the October 18th date comes down, and considering that a lot of the teeth of the original Senate bill have been removed by the House Republicans, making it somewhat neutered, the Department of Defense, CIA, and other national security state agencies are more willing to let this information out? Is it because they know the gig is up, or is this part of a long game they are playing?
This is a kind of surmise based on what we know. We know that they have been engaged in a long-term program of periodically leaking information about the reality of the UFO phenomenon. To the point where almost any fifth grader in the country can draw a picture of an ET or a UFO. It is clear that the national security state people have been engaged for some time in leaking out pieces of information about this. There is a long protracted program, but it is quite clear that since December 2017, when Lou Elizondo and Chris Mellon came forward with the videos of the Tic Tac, GOFAST, and GIMBAL, there has been an accelerated process of making information more public. This includes the testimony of David Grusch and public statements by Lou Elizondo, Chris Mellon, and a significant number of insiders providing testimony to the Senate Intelligence Committee.
Is it because they know that this information is getting out anyway, and it is time to release it slowly but surely? What is the ultimate goal here, since they can't seem to keep a lid on it anymore? Is the long game to release this information slowly and ensure they can still control the narrative to their own means, even if that means giving technology to friends in private industry and fashioning weapons to fight this threat?
This area is still subject to speculation. We don't have a lot of publicly available information on what is going on here. I am not at liberty to speculate on some of it because I possess additional information. However, I can tell you my opinion: I believe there has been some...
The government is slowly releasing classified information to control the narrative and avoid backlash from Congress and the public.
It seems that the authorities can't seem to keep a lid on it anymore. The strategy appears to be playing the long game by releasing information slowly to ensure control over the narrative. This might even involve giving technology to friends in private industry and fashioning weapons to combat the threat. However, this area remains subject to speculation, as there isn't much publicly available information on the matter.
One individual, who possesses additional information, refrains from speculating but shares their opinion that a decision has been made within the National Security State bureaucracy to release more information. This information is now being authorized for public release, including virtually all the new details provided by Lule Elizondo, Chris Mellon, David Grusch, and others. Interestingly, the United States Defense Department Office of Pre-Publication Review is authorizing the release of this information.
Technically, these individuals are not whistleblowers; they haven't challenged their national security oaths or violated any non-disclosure agreements. They are not like Daniel Ellsberg or Snowden, who breached their security clearances. These individuals have stimulated Congress to make demands against the National Security State that go beyond what has been authorized by the Defense Department and intelligence agencies. This has embarrassed Congress, revealing that they have been lied to for 80 years. Congress had been telling their constituents there was nothing to worry about, relying on the executive branch for briefings. Now, they have been caught misrepresenting the facts and have turned on the executive branch, demanding more information.
The United States Senate has taken an extraordinarily aggressive stand by mandating that everything older than 25 years, any information or materials obtained prior to 25 years ago, must be released immediately to the public. This mandate was part of a 64-page bill that passed virtually unanimously through the intelligence committee, with support from both extreme conservative Republican senators and very progressive Democratic senators. However, this provision was removed by the House, which prefers that the military services, defense department agencies, and intelligence agencies decide what information to release.

Any information or materials that have been obtained prior to 25 years ago has to be released immediately to the public. Now, that's an extraordinarily aggressive stand. This position was taken by the Senate. However, it got taken out of there by the House because they want the people who are in charge of the military services, defense department agencies, and intelligence agencies to be the ones who decide what, if anything, is going to be released to the public. We know what their position is, like zero. They're still pretending that it doesn't even exist. You can see that from the AARO report.
So, the bottom line is that there is a dynamic underway right now in which there are subgroups and factions operational both inside Congress and inside the national security state apparatus that have differing positions on this. But it's clear that some collective development has occurred here, which is proposing releasing new information to the public about this in some sort of a controlled manner. The controlled manner is pretty well described in the Senate bill. What they're proposing is a step-by-step process over a period of seven years, which they intended to start back in December of 2023, to have this extend over this period of time, up to 2030. But again, that's the Senate bill you're referring to, and that's not the one that ultimately passed, but it may come back up again.
It's a lot of fun going out on the thin skinny branches when you're talking to an acclaimed constitutional attorney because it gives the conversation gravitas. For many years, I was not that engaged, even though I spoke of holistic and spiritual matters in my radio programming. But even being an attorney, it wasn't as if I was that engaged with the UFO UAP phenomena. Now, after listening to people such as you, it really triggers my ire, my constitutional ire, because we're getting a much larger picture. Despite the fascination about UFOs and UAPs and bright, shiny objects, it really is a much deeper story about the violations of our constitutional rights in this nation. I believe that this coming forward is a much bigger civics and constitutional story than maybe even UFOs and UAPs themselves.
That's absolutely true, Chris. What this represents is the kind of penultimate demonstration of the excesses of the national security state apparatus that has been created as of the National Security Act of 1947. There were all kinds of people raising fundamental questions about passing that act and setting up a national security state infrastructure that was authorized to engage in espionage and, outside of the country, in criminal acts that would actually entail overthrowing elected governments in democratic societies and even assassinating other people. People were warning that if you allow such an infrastructure to get set up, a kind of national security state police operation, it will inevitably bleed back into the country.
You learned that first hand, Danny, when you litigated the Iran Contra matter. That was the previous immediate demonstration of the lengths to which that national security state would go in openly defying Congress when Congress explicitly ordered them not to provide any kind of military assistance.

In democratic societies, there have been warnings about the dangers of allowing an infrastructure that supports a national security state police operation. Such a system, once established, can inevitably bleed back into the country. This concern was highlighted during the Iran Contra matter, which you, Danny, experienced first-hand when you litigated the case.
The Iran Contra affair was a clear demonstration of the lengths to which the national security state would go in openly defying Congress. Congress had explicitly ordered that no military assistance, either direct or indirect, be provided to the Contras, the fascist government military forces in Nicaragua ousted by a popular revolution. Despite this, the CIA and the Joint Special Operations Command of the Pentagon, along with other right-wing elements, covertly continued to support fascist governments throughout Central America and Latin America, including El Salvador and Argentina.
To counteract Congress's suspicions, the Boland Amendment was passed, explicitly prohibiting any aid to the Contras. However, the CIA and elements within the Pentagon undertook a covert operation to provide military equipment and lied to Congress about it. They even went to the extent of smuggling massive quantities of cocaine into the United States on the same planes used to secretly fly weapons, to raise money without seeking Congressional approval. Oliver North, in direct conversations, openly admitted that they believed they had the authority to engage in any foreign policy activity they wished, even if it meant defying Congress.
This defiance has escalated to the point where these entities not only engage in covert operations and conceal them from Congress but also feel authorized to lie to Congress about their activities. This situation echoes back to the JFK assassination, which you have taught courses on at the collegiate and university levels. After the Bay of Pigs and the October missile crisis, JFK expressed his desire to dismantle the CIA, stating he wanted to "smash the CIA into a thousand pieces." The CIA, determined to prevent this, likely had their fingerprints all over his assassination.
While much of the information circulating on the Internet may be fake news, there are documents, such as a purported memorandum where JFK was asking the National Security State for all the details, that suggest deep constitutional violations. This highlights the ongoing struggle between the executive branch and Congress over the regulation and oversight of national security operations.

In the context of a crisis, JFK once said he wanted to smash the CIA into a thousand pieces. They sure as hell weren't going to let that happen. Their fingerprints are probably all over his assassination. There are things that ring around the Internet, and probably a lot of it is fake news. But whether it is true or not, I've got a document up on the page on our screen right now, of a purported memorandum where JFK was asking the National Security State for all the information on UFOs. Now, this may be a fake. However, it's not that big a stretch.
On June 5th of 1963, he specifically asked the Central Intelligence Agency to give him the information about the UFOs. That's established fact. That’s true. That's established fact, and again, as you said before, that may or may not have contributed to his assassination. But isn't it emblematic of someone in the executive branch attempting to safeguard democracy and transparency for the American people?
What happened specifically in that case is that Kennedy was planning to give the information to Khrushchev. He was so upset over the fact that the whole world had come to the very brink of total thorough nuclear annihilation in the Cuban Missile Crisis, that he had reached out to Khrushchev. They were actually exchanging private letters outside of the chain of command, outside of the State Department, outside of the CIA. They had exchanged 18 different sets of letters that were being shipped back and forth between Khrushchev and Kennedy. Pursuant to which, they were planning to each respectively exercise their executive power to start disassembling the nuclear warheads of both countries. And that's what got him killed.
In this context, he was trying to demonstrate to Khrushchev the good faith of his being willing to engage in that kind of detente with the Soviet Union. He was going to provide to them whatever we knew about UFOs because he wanted to engage in a joint space program with the Soviet Union as a mechanism for overcoming our dialectical antagonistic relationship. So, in a certain sense, very tangentially, his request for UFO information played a role in the assassination, but very tangential. It was just one more example, though a lesser example, of the lengths to which he was willing to go to try to establish peace with the Soviet Union for the future. But the actual steps of him planning to take steps to disassemble or the disassembling of the nuclear warheads of our arsenal is what caused him to be killed.
This entire legacy, Daniel, of ultimate secrecy and often saying, well, it's national security. We can't let you know these things because we can't let our enemies know. We can't let you know about UFOs and UAPs because you can't handle the truth. And yet now we're seeing that over 80 years of what are just more or less bald-faced lies and often employing the excuse that it's for national security. Really, it's far more than that. It's for need-to-know basis. It's for greed. It's for power. It's for money flowing into the private, the Military Industrial Complex that Dwight D. Eisenhower warned us about on the very last day of his presidency. And this is continuing until today.
Is this maybe a keynote that perhaps we're starting to see this fissure or cracking between the national security state and the American people? Because right now, as I look at it, it doesn't matter if you're red or blue, this issue is crossing all political lines. People are fed up. Well, we'll see, Chris, how far this can be taken here. I do believe that we have the most broad-based coalition of people all across the political spectrum. All ideologies, all political parties, all social classes and racial classes, all of these people, the vast overwhelming majority of our people demand to know what is going on.
People from all political backgrounds are uniting to demand transparency from the government about UFOs and extraterrestrial life.
This issue is continuing until today. Perhaps we are starting to see a fissure or cracking between the national security state and the American people. Right now, it doesn't matter if you're red or blue; this issue is crossing all political lines, and people are fed up. We'll see how far this can be taken. I believe we have the most broad-based coalition of people across the political spectrum, encompassing all ideologies, political parties, social classes, and racial classes. The vast overwhelming majority of our people demand to know what our government knows about the UFO phenomenon and any extraterrestrial civilization that exists.
We are being treated like natives on a tiny island in the Pacific, unaware of the existence of the rest of the world. Their leaders don't want them to know about the world beyond the island, and that's what's happening here. If we conduct ourselves responsibly, we can mobilize the vast majority of people in the country to make Congress exercise its constitutional responsibility to assert oversight over the executive branch, which it has not been doing in this particular field. More generally, the national security state's covert operations have been running roughshod, resulting in the ousting of members of the Senate. They clearly ousted Frank Church after he chaired the Select Committee on Intelligence. Millions of dollars were poured into his Senate race in Idaho in 1980, ousting him by publicly revealing his support for the Equal Rights Amendment for women and moderate gun control. This campaign was choreographed by Theodore Shackley, the director of covert operations for the CIA under George H.W. Bush.
Shackley, even though retired, was brought into the campaign under Vice President Bush in the Reagan administration. He created the off-the-shelf enterprise that was the subject matter of the Iran Contra, not Oliver North. Shackley was directly involved with George Bush, senior, acting as his dark law operant. He was responsible for a massive political assassination program in Southeast Asia that killed over 20,000 non-combatant civilians, including teachers and town mayors, who were loyal to the right-wing South Vietnamese government. He shipped thousands of tons of heroin into the United States from Southeast Asia, contributing to the massive addiction problem in the country.
Given the broad-based constituency demanding information about UFOs and the extraterrestrial civilization they represent, we may be able to carefully, step by step, bring about the reigning in of the national security state by Congress. The terms "national security state" and "deep state" are sometimes used interchangeably. One political figure claims to be a victim of the so-called deep state, but how would you differentiate between the two? What Trump is really talking about is the bureaucracy.

Come now, since we have such a broad-based constituency demanding information about UFOs and the extraterrestrial civilization that they represent, we may be able to carefully, step by step, bring about the reigning in of this national security state on the part of Congress. The terms national security state and deep state are sometimes used interchangeably. As we know, one political figure claims to be a victim of the so-called deep state. But how would you differentiate between the two?
What Trump is really talking about is the bureaucracy. There is a bureaucracy of tens of thousands of federal government employees in dozens of major federal agencies. These civil servants are there all the time, engaged in policies, principles, and programs that they support. When any president comes into power and tries to change things, there is resistance, lethargy, and inertia on the part of the bureaucracy to resist change. That's one thing, and that's what Trump is talking about. Trump is referring to the deep state, including the FBI, intelligence agencies, protection agencies, transportation departments, and more.
When we talk about the national security state, we refer to the apparatus set up primarily pursuant to the National Intelligence Act passed in 1947. This act established the Central Intelligence Agency (CIA), and later on, the Defense Intelligence Agency (DIA), the National Security Agency (NSA), and now 18 different intelligence agencies functioning inside the United States. These agencies are now starting to engage in the same kind of activities domestically that the CIA was authorized to engage in internationally, targeting our own elected officials.
It was not only Frank Church but also Dick Clark in Iowa and Birch Bayh in Indiana who were unseated by the CIA covertly funding money into their campaigns. Jimmy Carter was a target of a major campaign to secretly hold the 52 hostages taken by Hezbollah in Iran, supervised under the auspices of George H.W. Bush, former director of the CIA, and Allen Dulles, legal counsel for the CIA. People in Congress know about these actions and are intimidated and frightened by them.
What we need to do as citizens is to rise up, organize, and provide the kind of protection necessary for people in Congress to start disassembling the excesses of the national security state. You can understand why Trump has been able to tap into some of that ire. There is a greater and greater mistrust of the so-called national security state, from Iran Contra, to the JFK assassination, to UFOs and UAPs. Even if you don't believe that Donald Trump is the right man for the White House, you can understand the appeal of wanting to pull back the curtain. He has very craftily taken advantage of some of that sentiment.
Trump's appeal lies in tapping into public mistrust of the national security state and the desire to uncover hidden truths.
Donald Trump has been able to tap into some of the public's ire, leveraging both legitimate and intuitive concerns. There is a growing mistrust of the so-called national security state, stemming from events like the Iran Contra affair, the JFK assassination, and issues surrounding UFOs and UAPs. Even if one doesn't believe that Trump is the right man for the White House, one can understand the appeal of wanting to pull back the curtain on these matters.
Trump has craftily taken advantage of the public's distress over various issues, such as the outsourcing of jobs to China, which has decimated hometown mom-and-pop stores across the Midwest. He has capitalized on these points of distress. However, the issue with the national security state is a profound constitutional matter. The founders of the United States put Congress in place to regulate the conduct of the executive branch. Yet, the executive branch has developed a demanded autonomy from congressional oversight, to the point where they not only refuse to brief Congress but also lie and deny the existence of programs. They have sought foreign power to invest in an independent foreign policy for the national security state and have engaged in selling drugs like heroin and cocaine. The record is replete with proof of these activities.
The time has come for the American people to mobilize around this issue, demanding knowledge about what the government knows about the UFO phenomenon and the extraterrestrial civilization that surrounds it. We need to mobilize power to set up institutional responses to deconstruct some of the excessive structures within the national security state and roll them back.
People like Elizondo and Stephen Greer have highlighted the notion that there are UFOs and UAPs, and other types of consciousness that may be native to our planet. Programs like Beyond Skinwalker Ranch and Ancient Aliens, which were once of little interest, are now seen as part of an overall continuum with constitutional implications. This information and technology are not only being kept from the American public but are also being siphoned off to private industries within the military-industrial complex for reverse engineering. Stephen Greer argues that this technology is being used for weapons, rather than for opening ourselves up to a greater extraterrestrial civilization.
Much of what Stephen Greer says is true. Based on over 50 years of dealing with issues from the Pentagon Papers to the Iran Contra scandal to the Kennedy assassination, it is evident that the national security state has engaged in activities that demand greater scrutiny and accountability.
The government might use alien technology to justify military funding and control through fear.
Stephen Greer would tell you that they want to reverse engineer it for one purpose: to use it for weapons. Unlike some grassroots groups that believe in contacting extraterrestrial life to open ourselves up to a greater extraterrestrial civilization, those who are getting this technology are telling us to be afraid, very afraid. Much of what Stephen Greer says is true. Based on my knowledge over 50 years, dealing with things from the Pentagon Papers to the Iran Contra scandal to the Kennedy assassination, and everything else that I've been directly involved in studying and researching as an attorney with professional investigators, I don't believe that the government, despite being perfectly capable of exploring a war game scenario, will necessarily use the technologies developed from crash retrievals to pretend that we're being attacked by an extraterrestrial civilization. This would be to maximize their access to funding from Congress for military development.
Just because they are capable of contemplating such actions doesn't mean they will do it. I fully respect Stephen's desire to warn people and put them on guard, but that is different from saying he has information that they are going to do it. One can understand why you'd be skeptical because some of these weapon systems, using technology from crash sites, could be used for nuclear weapons that could reach Russia or China in two minutes. There is every reason to be assertive about trying to roll back the illegalities of the national security state. Stephen, for example, argues that you might err on the side of caution and assert to people that you have information indicating that they're planning to do it. I don't think it's wise to pretend to have definite information and mislead the American people based on fear. However, it is intelligent to warn people that they are perfectly capable of doing something like that due to the development of the national security state and their tactics outside the country.
It is logical to think they might turn those tools against the American public because they have done so. People in Congress are aware that these weapons could be turned against them. For instance, when Senator Durenberg, a Republican senator from Minnesota, demanded an investigation of the off-the-shelf enterprise, three Spanish-speaking men showed up at his home, dragged his wife out of bed, put a gun in her mouth, and threatened to kill her and the whole family if he didn't withdraw his request for the investigation. These were not random people but individuals from the national security state, authorized to do such things outside our country, which is absolutely unacceptable in our constitutional democracy. This is a very dangerous moment, and we must mobilize people to demand access to information about UFOs.
Stand up and demand transparency—our democracy depends on it.
He threatened to kill her and the whole family if he didn't get up on the floor of the Senate and withdraw his request for that investigation. Those are not people who just came in off the street; those are people from the national security state. These individuals are from the infrastructure that's been set up to authorize actions like that outside of our country, and that is absolutely unacceptable. We cannot have an operation like that going on in our constitutional democracy. This is a very dangerous moment that we're in.
What we want to do in mobilizing the people demanding access to information about UFOs is to help educate them about the existence of this national security state. We aim to use this as an example of the excesses they have bought so that we can attempt to mobilize a groundswell of citizen support for rolling back some of these excesses. This is especially important in light of the latest ruling of the Supreme Court, where a president such as Donald Trump, if elected, could push to the very boundaries of whatever power he thought he had a right to exercise, hoping the Supreme Court would protect him against any criminal prosecution.
We need to understand that we have crossed into a very dangerous period here, and that precedent remains in effect until we can get it overruled and set aside. Similarly, we need to eventually get overruled the assertion by this Supreme Court that corporations are people and that they are entitled to First Amendment rights, allowing them to give as much money as they want to elected representatives. This is poisoning the very roots of our whole democratic system.
We have to take careful measures. We're not talking about any kind of armed insurrection against even an unjust government. We are not supporting anything like that. What we need to do is our job as citizens. It's more than just being a couch potato who watches all this stuff on television like a spectator. People have got to get involved.
We are asking them to contact us at newparadigminstitute.org to learn all about this, get the information, discuss it with friends, neighbors, and family members, and develop an intelligent position on this. They need to understand how to reach out to their congresspeople and senators to get them to stand up and challenge the National Security State pursuant to their constitutional obligation to do so.
All people need to do is contact us, go on the internet to newparadigminstitute.org, and let us know their name and zip code. We will then immediately communicate to them who their congress member is. They usually know who their two senators are, but this will ensure they know exactly who their congressperson is. It will automatically send a communication to their congressperson and senators, letting them know they are in favor of transparency and disclosure regarding the UFO issue.
Once again, it's always a grassroots movement. It's never going to come from the top down. That's why we say on our New Paradigm site that we need to push back. We need to use democratic institutions to assert our right to know what this information is, what this extraterrestrial civilization is all about, and what their agenda is.
Push for transparency on UFOs—our right to know is in our hands, not the government's.
To ensure effective communication with your representatives, it is crucial to know exactly who your congressperson is. There are tools available that will automatically send a communication to your congressperson and senators, expressing your support for transparency and disclosure regarding the UFO issue. This movement is fundamentally a grassroots effort; it will never originate from the top down. As emphasized on the New Paradigm dot org site, it is essential to push back and utilize democratic institutions to assert our right to know about extraterrestrial civilizations, their nature, and their agenda.
Discussing extraterrestrial civilizations might sound a bit "Star Trek-y," but the popularity of Star Trek stems from a collective suspicion that such civilizations might indeed exist. Until about 20 years ago, the scientific community was reluctant to acknowledge the existence of planets outside our solar system due to a strictly materialist worldview. However, humanity has long believed in the possibility of life elsewhere in the universe. Now, with the discovery of hundreds of exoplanets, many within their temperate zones or Goldilocks zones, it is evident that these planets could potentially sustain life. Over millions of years, such life could evolve into intelligent beings, and over thousands more, they could develop advanced technology enabling superluminal flight and interstellar travel.
There is growing evidence suggesting that these extraterrestrial beings are visiting our planet. Their agenda remains unclear, but certain facts are evident: they are coming here, exploring our planet, and collecting specimens of flora and fauna. They are also abducting humans and subjecting them to involuntary physical examinations, similar to how humans study animals in the wild. Furthermore, there are indications that they are engaged in a hybrid program, splicing human and extraterrestrial genetic material to create a hybrid race.
Despite these activities, it is important to note that these beings are not publicly revealing themselves. They are not landing on the White House lawn or in Central Park and announcing their presence. Instead, they are flying around in larger numbers, being photographed and videoed, and even appearing in the flight paths of F-18 Super Hornet jet fighters, knowing that they are being recorded. This behavior suggests a deliberate effort to make their presence known without direct public engagement.
Extraterrestrials are revealing themselves more, but their true agenda remains hidden.
It is true that these entities are not publicly and immediately revealing themselves. They are not landing on the White House lawn or even in Central Park in New York and saying, "Here we are." That would not be the point. The bottom line is that they are flying around in larger numbers, being photographed and videoed, and presenting themselves right in the flight paths of F-18 Super Hornet jet fighters, which they know are taking pictures and videos of them. They are making this public now.
It is not as though they are completely concealing their existence, but they are concealing their agenda. They are hiding what other programs they have and, very importantly, what level of communication they may have with people in our national security state. There may be some lines of communication going on, but having the people in our national security state, whom even we do not trust, engaged in representing us in communications with an extraterrestrial civilization and formulating the protocols for a relationship that will last for the next 10,000 years is completely inappropriate.
It is inappropriate to have a warrior class of our people figuring out our relationship with these entities. The old saying goes, "When you think like a hammer, everything looks like a nail," or "When a pickpocket meets a saint, all he sees are his pockets." The national security state apparatus should not be responsible for formulating our relationship with an extraterrestrial civilization. This is completely inappropriate under our constitutional form of government. The executive branch might wish to propose a special relationship, but by our constitution, it has to present that proposal to the United States Senate. Until two-thirds of the United States Senate ratify any such agreement, it has no effect whatsoever.
Constitutionally speaking, we started seeing much more of this at the time of Roswell, right after the Second World War and the release of two atom bombs in Japan, followed by the proliferation of nuclear weapons. Stories of UFOs and UAPs flying near or around various military facilities and nuclear installations are well-known.
Do you think there is anything commensurate going on today with the uber polarization we are seeing, not only in our country but around the world, including autocracy and climate change? Is it possible that these times are contributing to the increase in visitations and sightings, not to mention the cameras we carry in our pockets every day capturing this phenomenon?
I think it is very clear that we have hundreds of examples of individuals, many of whom I have spoken with, who have very credible accounts of having had direct face-to-face encounters with the occupants of these UFO vehicles. Many of these accounts are substantial and credible.
Extraterrestrial beings are warning us to stop nuclear weapons and pollution to save our planet, but the truth has been suppressed by the National Security State.
Do you think this is just a pure guess on our parts? Do you think this has anything to do with contributing to the plethora and the increase in visitations and sightings, not to mention, you know, cameras that we carry in our pockets every day, capturing this information or this phenomena? Do you think that the times we're in, the polarization of the times we're in, are leading to greater visitations, if you will?
Well, I think that very, very clearly we have hundreds of examples of individuals who have very credible accounts of having had direct face-to-face encounters with the occupants of these UFO vehicles. Many of these people report credibly that they're telepathically being told by these beings that we need to get rid of the nuclear weapons on our planet. This is threatening the total destruction of the capacity of our planet to gestate life. We believe scientifically that we as a species have been gestated by our planet out of the chemical and biological processes, evolving teleologically through different species up to the human species.
These beings are warning us that we are in danger of terminating the life-generating capacity of our planet if we have a massive thermonuclear war. They have also been warning us to stop contaminating our planet by pouring chemicals into the atmosphere, rivers, and oceans. This contamination threatens to disrupt the organic climatic system of our planet, potentially leading to the termination of our entire species. These are very concrete warnings that have been talked about for the last 65 years. People have been discussing these direct encounters with extraterrestrial beings piloting these craft, navigating them, and landing on the ground to have encounters with human beings.
Up until this point, anyone trying to tell people about these occurrences has been savagely attacked by the National Security State. Richard Dolan, in his major work on UFOs and the National Security State, has released documents showing that this was a pre-planned program by our National Security apparatus, including the CIA and parts of the Pentagon. They have engaged in an active campaign to attack, discredit, and portray as ridiculous or even mentally ill anyone who tries to tell you that this is going on.
We now know that this has been part of a big lie. People who have been trained to believe whatever those in positions of authority tell them, which is an ever-decreasing percentage of the population, still think that anyone who tries to tell you that UFOs are actually here or that they have landed and had direct face-to-face communications with human beings must have a screw loose or be mentally ill. As citizens, we have an obligation to overcome this kind of brainwashing by our National Security State, which has engaged in warfare against our own citizens in complete violation of the Constitution.
It's time to stop dismissing UFO witnesses as crazy and start demanding transparency and accountability from our government.
There are people who try to tell you that UFOs have actually landed and had direct face-to-face communications with other human beings. Such claims often lead to skepticism, with individuals being labeled as having a screw loose or possibly being mentally ill. Part of our obligation as citizens is to overcome this kind of brainwashing that has been perpetuated by our National Security State against our own citizens, which is in complete violation of the Constitution. The military and intelligence agencies have engaged in warfare against our own citizens, lying to us and trying to browbeat us into believing that anybody who discusses the UFO phenomenon is mentally ill or completely out of touch with reality. This is completely irresponsible.
The time has come for our citizens to stand up, push back against this, and educate ourselves about what this information really is. A certain percentage of us have spent the last 50 years familiarizing ourselves in great detail with this information, vetting it to determine what portions are true, speculative, or complete fabrications or hoaxes. Through this vetting process, we have been able to discern the core of this information. This is exactly what I was brought on to do as the legal counsel for the Disclosure Project with Dr. Greer for 20 years. Part of my responsibility was vetting witnesses to ensure we weren't presenting untrustworthy or possibly liable individuals.
We have presented credible witnesses, such as the chief investigator for the Federal Aviation Agency and general officers in the United States military, who are beyond reproach and trusted with our most guarded secrets. These individuals have come forward to testify that this phenomenon is true. We have started to successfully overcome the campaign by the National Security State to make people think that all these witnesses are crazy. We have now reached the point of asking, "What are we going to do about this?" Now that we know this has been going on, we need to educate ourselves and take the necessary steps to get our elected representatives to exercise their constitutional responsibility to rein in the National Security State and extract the gathered information to make it available to our people.
We need to present concrete, responsible responses as a collective community, not only within our nation-state but on our planet. We must figure out what kind of treaty we need with these beings and what kind of treaty we need among ourselves to ensure that none of this technology is used for a new round of major weapons. We have to stop that right now, right here at its initial inception. These are very concrete actions that we need to take. Fortunately, those of us who have been trained as lawyers and are familiar with the structures of our government and how legislation is written, understand the legitimate capacities and processes to address this issue. This is what we have gathered together at the New Paradigm Institute, with over 550 volunteers working with us.
We're mobilizing experts and citizens to protect whistleblowers and ensure transparency in government.
To be used for a new round of major weapons, we have to stop that right now, right here at its initial inception. Those are very concrete things that we need to do. Fortunately, those of us who have been trained to be lawyers and are familiar with the structures of our government and how legislation is written, understand what the legitimate capacities in progress are to do something about this. That's what we've gathered together at the New Paradigm Institute. We have over 550 volunteers working with us, many of whom are in the academy, in the universities. We have 35 members of the academics for disclosure. We have lawyers, a whole team of lawyers, who are not only willing to protect individual whistleblowers and represent them pro-bono but also draft legislation.
We have just drafted a major new, much-strengthened, UFO witness whistleblower protection statute, which we've now proffered to Congress. We just sent that in yesterday. The House of Representatives has that before it now. We're sending it to the Senate; I've done that this morning. We've sent it over to the people involved in drafting the new Schumer Rounds 2.0 for the kind of strengthened language to protect whistleblowers. So, we've got that capacity to do this. We have experience in legislative drafting. We've gotten statutes passed, both on the state and federal level in the past. We know how to do this.
What we're trying to do is bring our citizens together through the New Paradigm Institute in Washington, D.C., to coordinate our citizen response to this information and make the information available. The totally credible, solid, vetted information available to the citizens of our country and to the world. We aim to help organize ourselves in a constitutionally protected way to exercise our democratic rights, to communicate the information to Congress, and get them to do their duty. That's what we're doing.
Ultimately, I find that you are probably an optimist or believe that we'll make it through. I couldn't help but notice in the past that you've had Neil Howe's book, William Strauss' book, "Generations" behind you. Of course, they wrote the book "The Fourth Turning," which we interviewed Neil on this particular channel. We were unabashed in the fact that history goes through cycles. At least once in that 80 to 90-year cycle, there is that critical turning point, that fourth turning, which is existential. But out of that comes something rather amazing.
In American history, and again the time we're in, if you were to believe Howe and some of the professional astrologers out there, they would tell you we're in the same scheme that we were in at the time of the American Revolution, the Civil War, the opening of the Second World War for us in 1941, and right around the time of the capital right. Here we are again. Are you ultimately optimistic that the American ideals are going to survive this time period, this time of extreme polarization and what appears to be autocracy and fascism on the rise, not just here but around the world, that somehow, some way, the American ideal gets through all of this?
Yeah, absolutely. Absolutely. Because I know history, and I know what's really going on here. I know what the real problems are. Our whole Institute has been set up to help educate people, to raise the consciousness of our people, and to raise their levels of education and knowledge in this field.
We must unite and prepare for the extraordinary challenges ahead, including the acknowledgment of extraterrestrial civilizations, while preserving our individual human dignity and rights.

Are you ultimately optimistic that the American ideals are going to survive this time period, this time of extreme polarization and what appears to be autocracy and fascism on the rise, not just here, but around the world, that somehow, some way, the American ideal gets through all of this?
Absolutely. Yeah, you know, because I know history, and I know what's really going on here. I know what the real problems are. Our whole Institute has been set up to help educate people, to raise the consciousness of our people, to raise their levels of education and knowledge in this field, and to provide concrete, specific steps that can be taken, given our constitutional liberties that we have in our country, and the understanding of the democratic structures that we have.
So that's the whole point of the New Paradigm Institute. We realize that we're now entering into this extraordinarily new period of realizing that we, like the tiny island people that were in the South Pacific in the 1950s, have suddenly discovered that there's this extraordinarily much larger civilization surrounding us, and we have to learn how to accommodate this. We don't want to go the way that that culture did, of just collapsing in the face of the onslaught of all of this massive new expanse of information. We've got to prepare for this, but you can't prepare for it until you start acknowledging what's going on here.
The effort on the part of the National Security State to keep this secret has prevented us for 80 years from preparing for this extraordinary period in our human history, of the acknowledgment of the existence of this extra-terrestrial civilization, and our participation in it, in a way in which we can preserve our concept of individual human dignity, and our rights and privileges as individuals in the face of a collective. We have to be able to deal with this. Those were the excesses that we've seen happen in the Soviet Union, the suppression of those kinds of individual liberties. We've seen what happens in that excess. We've seen what happens now in the excess on our part.
We now have to strike a better balance here. We have to reach across the ideological lines, across every other kind of divisive line in our human family, and we've got to all come together. We've got to cooperate in a constructive, upward, positive, forward manner to address the encounter we're engaged in now with an extraterrestrial civilization. We have to stop turning on each other and setting up these kinds of skirmishes inside arguments with each other, ideological and self-interested. We've got to do that.
This is an extraordinary challenge for our human family, and it's one out of which major changes can be brought about. In the unjust structures, both on the East and West, we can increase our religious knowledge, our metaphysical knowledge of the other realms of dimensions of reality that we have available to us. We can start to get disclosure, not only from the governments but from the religious institutions that have been suppressing the fact that our human family is capable, our human species is capable of much more extraordinary things that they seem to attribute only to unique individuals, like our avatars or great prophets.
All of these capabilities of pre-science and telepathic communication, the transmutation of matter, the defiance of gravity, levitation—all of these things, there's all kinds of capacities that our human family is capable of, which we now know about, that we can share. So we don't have to stand in complete and total awe of another species just because they happen to have several million more years of biological evolution than we do.

From the governments and religious institutions that have been suppressing the fact that our human family is capable of much more extraordinary things, we now know that our human species is capable of remarkable abilities. These capabilities, often attributed only to unique individuals like avatars or great prophets, include pre-science, telepathic communication, the transmutation of matter, defiance of gravity, and levitation. There are all kinds of capacities that our human family is capable of, which we now know about and can share.
We don't have to stand in complete and total awe of another species just because they happen to have several million more years of biological evolution than we do. We understand the teleology and the trajectory toward which our human family is naturally evolving. What we need to do is accelerate that understanding and come to realize the capabilities of our own human family. We must not hold ourselves in lower regard than that to which we're entitled. We need to defend our rights and our sense of dignity in the face of a potential challenge like this, but we have to know the information to do this effectively.
This is why the New Paradigm Institute is here—to help craft this new paradigm and establish a new worldview that we all need to understand and share. This new worldview will accommodate the new alliance we are going to have with this extraterrestrial civilization, ensuring we can protect our fundamental rights and liberties. This coordination must transcend all party lines, ideological lines, and economic classes. However, we must be aware that an elite group will try to control this for their own personal financial advantage, as they always have. We must not allow that to happen. This information, knowledge, and technology must be available to everyone, not just in our country, but on our planet.
